Creates a client's cookieless web analytics, or changes which hostnames may report to it, and returns the same shape as get_web_analytics_setup: the one-line tracking snippet to add to every page, the allowed hostnames and lastEventAt. Answers 'install tracking on this site'. Without hostnames it allows the client's own domain and its www form; with hostnames, those replace the list (up to 20; a visit from any other hostname is ignored, so add staging or extra domains here). Safe to repeat: an existing setup keeps its snippet. configured is false when the client has no site domain to default to and no hostnames were given. Free.
